Review and reform the animal welfare legislative framework in Aotearoa

That the House of Representatives urge the Government to commission an independent review of New Zealand’s animal welfare legislative framework, including the Animal Welfare Act 1999 and secondary legislation, to assess whether it effectively protects animal welfare and prevents ill-treatment; and implement any recommended reforms.
Reason
Factory farming systems that rely on intensive confinement, behavioural restriction, and ongoing deprivation remain lawful and widespread in New Zealand. More than 25 years after the Animal Welfare Act 1999 was enacted, we believe the animal welfare legislative framework should be independently reviewed to ensure it effectively protects animals, prevents ill-treatment, reflects contemporary animal welfare science, and meets public expectations.
